Subsidization of higher education versus expansion of primary enrollments : what can a shift of resources achieve in Sub-Saharan Africa ?
1985
International audience; In many LDCs today, the distribution of public resources for education tends to be inefficient and inequitable in that subsidization often increases rather than decreases with the level of education. To improve efficiency and equity, a shift of resources from higher to primary education should therefore be considered. Such a shift would obviously imply an increase in the private cost of higher education, but its effect could be mitigated through a loan scheme. In this paper, our main purpose is to show what a cut in subsidies to higher education can achieve in terms of expanding primary enrollments. The results show that although the outcome differs from country to c…
On the mechanics of progress in primary education
2003
03045; International audience; As countries grow rich, education improves in many ways. The sector enjoys more resources for education per primary school-aged child, not because of bigger budget allocations, nor an easing of the demographic burden on the system, but because the cost of inputs, especially teacher salaries, decline substantially relative to the per capita GNP. The extra resources enable countries to expand coverage and reduce the pupil–teacher ratio, with the latter receiving increasing emphasis during the past 20 years. The implicit trade-off against coverage raises questions about the efficiency and equity of education policies in developing countries, particularly in setti…
Options pour une allocation coût-efficace des ressources
2006

Abstract: Technological advancements made it possible for Electric vehicles (EVs) to have onboard computation, communication, storage, and sensing capabilities. Nevertheless, most of the time these EVs spend their time in parking lots, which makes onboard devices cruelly underutilized. Thus, a better management and pooling these underutilized resources together would be strongly recommended. The new aggregated resources would be useful for traffic safety applications, comfort related applications or can be used as a distributed data center. Moreover, parked vehicles might also be used as a service delivery platform to serve users. Therefore, the use of aggregated abundant resources for the …
University Governance and Finance: The Impact of Changes in Resource Allocation on Decision Making Structures
2002
When trying to account for changes that take place over time in the structure of any organisation, social scientists often use a conceptual framework known as resource dependency theory. This theory assumes that organisations survive only if they are able to react to changes that occur in the world around them in order to obtain the resources they need to stay in operation. Since they have the capacity for independent action, organisations are not passively shaped by their environment; they sometimes are also able to influence it.
1993
This article examines why it is interesting to have a better knowledge of unit costs in educational systems, and to analyse differences between levels of education, between schools and between countries. It underlines the fact that few studies have been carried out up to now, and that little agreement exists among specialists concerning the methodologies for estimating costs. In spite or these deficiencies in available information, the author reviews existing case studies in France and in the world, and shows that extensive possibilities of improving the cost-effectiveness of ressources allocation still exist. Comparisons between France and its economic partners show that French unit costs …
